Women on lots of gear can have absolutely amazing proportions.
Think of a petite woman around 5' tall. How small her hands and feet are. How slender her joints are. How trim her waist can be.
If she has good genetics, great work ethic, and a strong PED cocktail ... they can straight up look superhuman with their proportions. Short guys can too, but most men will still have thicker joints and larger hands and feet.
Also, I have zero data to back this up, but anecdotally I see more women with short biceps heads than men. That gives them that incredible peak that Arnold had. You see it on girls like Paige Sandgren and Sabine Wick above.

Sabine Wick’s biceps have such an amazing shape and size that pics could be mistaken for morphs.
The only thing better is to watch the video. To watch that bicep rise as she flexes is mesmerizing. It looks like it will never stop rising! One of the best bicep flexes of all time, male or female.
