Every user that reads GWM related posts has seen you spam your same tired narrative about people "stealing" your racing uploads with AI upscaling.
Nobody cares.
It's not a problem at the scale you claim it is. If you upload race, you're going to lose. Deal with the losses in quiet dignity or stop upload racing.
There are two separate issues with people uploading duplicates:
One user uploads many near identical variations of an image, rather than just picking one and uploading that.
Different users racing to be the one to upload a newly posted image of a popular model that they expect will score well. This causes conflict and mod work and you can see it in the Why was this image merged? thread.
This thread is generally about #1 although the latest example is more #2.
I've been thinking a lot recently about how to discourage #2, more specifically, how to make it so that fewer merges have to be done, and there are fewer arguments about quality and whatnot. Generally my thinking for this is along the lines of making it a lot worse than currently to be anything but the first one to upload a copy of an image. You should be able to just do a search for a model and see if your image has already been posted, and if so, you can just not post your copy. If you do anyway, and it gets merged, you get nothing; no credit whatsoever.
This won't address #1 though. For that I think it makes sense to just punish a user whenever one of their own uploads gets merged with another one of their own by taking away bonus upload slots for a while.

The squabbling, complaining, and accusations are going to become nuclear once you take points away, and your current idea will likely direct the animosity to the "winner" in addition to the mods. But if you take points away unilaterally, including for the winner, you'll get universal nuclear animosity at first, but it's more likely to dissipate as users grow accustomed to the changes...
More importantly, it entirely converts bad-faith upload racing for "clout" into good-faith uploading from users that genuinely want to contribute with no ulterior motives.

In my current idea (outlined above) the winner is determined deterministically based on the posted timestamp, not as a choice by the mods like currently.

Technically, you can track and mitigate that.
Apply the unilateral no-credit for uploads in-queue, and potentially with a 2 day overlap.
Users that try to "vendetta upload" will need to have viewed either the upload itself, or the user-page of their intended "victim" prior to uploading a duplicate. You can detect this and either nullify, or make the vendetta backfire by instead deducting a point from the uploader.

This would be very annoying in practice to the point of infeasibility.
I don't track page views at the moment so I'd need to start doing that (not too hard, though there are a lot of pageviews so I'd have to have some time horizon past which they are deleted) and also make it visible to the mods somehow (harder).
The user can easily get around the tracking anyway by logging out.
Plus in general I just don't want to set the precedent that your pageviews are now tracked and you could get in trouble for looking at the wrong pages.
EDIT: I forgot that I do already keep track of pageviews, but they are only retained for 5 minutes to keep track of a "pageviews per minute" statistic globally for the site.
A lot of users do stuff without credit: reports, naming models etc. So maybe uploading a higher quality image should be like that . but until racers get the message we may still get the current pattern of dups though a different process might make Mods life a bit more straighforward. It would ideally be that uploaders of higher quality images then also report one as a dup so Mods can merge.
Personally I'm not that bothered about most image quality and I am always viewing on a 32 inch screen - it's mostly when there is an obvious noticeable difference in quality that it makes sense - eg an old magazine scan - I can understand the limited archival aspect of the site but I doubt anyone is printing out images or needs the highest res video for further editing. They can seek that content out elsewhere if required.
