For me my vote would be Tanya Merryman. Not necessarily the most muscular but they do have nice size and nearly unmatchable shape. And her calves are attached to a great pair of legs and rear and beautiful face. She could have used a little more muscle on her arms but other than that she has a nearly perfect total package, in my book.

I'd be remiss if I failed to mention Traci Singleton, Sherri Rothenberger, Rach White, Tina Nguyen, Michelle Jin, Olivia Bian Ruiying, Rebecca Valbuena, Sabrina Jimenez plus the ones mentioned above. Lots of nice calves out there. Maybe they aren't all the biggest but they all have good size and outstanding shape.

queen_big_calves has the biggest calves I've seen at 20+ inches, so she wins it for me.
