Two anime recommendations which are good shows regardless.
There is a 26 episode anime called Moribito: Guardian of the Spirit. It's about a woman assigned to bodyguard and essentially raise a boy prince who is "possessed" by an evil spirit.
Anyway the muscular woman is THE main character so she gets the most focus and she is actually drawn with a decently muscular physique especially in fight scenes which she engages in quite a bit of.

It's also a really good story regardless.
There is also another 20+ episode anime called Claymore where women warriors who are half monster roam the medieval land killing full monsters.
The women are all physically far superior to normal humans and their physiques are mostly tight and lean although sometimes they power up and their mass jumps quite noticeably with bulging biceps and thick ripped thighs. Their face becomes more monstrous though.
They are the namesake of the series so again you won't have to worry about waiting for the strong women to show up. There is one woman in particular though who is always muscular with a normal face who appears later in the series.
I've attached an image of Clare, the main character. She is quite lean but she is also obviously fit and performs feats of strength alot.
Ultimately since you aren't looking for porn I can assume you want something with a real story to get invested. These are some of the best anime I've seen. The fact that they have muscular women in the lead is just icing on the top. You'll be transported to a rich world no matter which you pick but Claymore is my favourite for it's moody atmosphere and soundtrack. Moribito has a more obviously muscular lead though.
Matt Groening (and perhaps his staff as well) seems to have an appreciation for muscular women. Watch The Simpsons, Futurama, and Disenchantment (on Netflix). Big kudos to them for trying to bring them more into the mainstream π
The same with Sergio Aragones of Mad Magazine etc. In # 287 of Mad there's a routine devoted to them, and I know of a few miscellaneous cartoons by him with them.
This kind of belongs in the Requests section, but there's a comic strip cartoon I've always wanted to find again. It's from (I'm pretty sure) 1985, and it was one of those adventure comic strips that had already been around forever by then, like "Captain Easy" and "Steve Canyon" and "Terry and the Pirates." The one I'm looking for showed the hero and some other character in a public place, and in the background there was a blonde FBB with kinky hair posing for an audience. What's always surprised me a little is how "incidental" she was to the story, instead of the comic strip drawing a lot of attention to her. (The artist probably liked FBBs, since there was nothing insulting about her, and she was given a very nice face.)

Also, on one episode of "Totally Spies" Alex eats steroid loaded protein bars and becomes an unstoppable juggernaut.
There was also an episode of "Justice League" called "Panic in the Sky" that Galatea (Supergirls evil clone) flexes a pretty impressive bicep through the sleeve of her outfit.
And in the "Superman: The Animated Series" episode "Blasts from the Past" Superman releases a Kryptonian convict named Mala. Between training with Superman and the yellow sun she gets pretty bulked up and even flexes and admires her own bicep in one shot.
There was an episode of 'The Powerpuff Girls" called "Mo-Job" where the villainess Princess hires villain Mojo Jojo to give her superpowers. It has a pretty impressive muscle growth scene in it.

Growing up in the 90s and early 2000s any cartoon that had even a hint of female muscle was memorable.
I've been looking for years for a Sunday comic from the late 80s or early 90s. It was called Berry's World and an average Joe asked a FBB to walk with him on the beach. Along the way they pass a large man and Joe sticks his tongue out at him. Once they pass him Joe thanks the FBB and runs off. She shakes her head and says "another guy with a bully problem".
