I think Praxis was probably joking/being sarcastic. I believe it's not illegal to download pictures from Instagram, especially public accounts. However, the owners of such IG accounts can request to have their pics taken down from some websites by copyright, if they do not agree with having such pics being posted on those sites. That's why some women have requested to be blacklisted from this site.
IG goes to great lengths to prevent people from being able to download content hosted on their platform. It's still possible, but not easy. So, I'm going to assume it is definitely against their terms of service to do so. Other than that, it's too mundane to care about the legality. At most you'll be banned from the platform. But that's typically only if you were trying to download content in bulk or through automated means.

I also use https://toolzu.com as a paid service to download entire profiles (posts + highlights). It's 38 euros for 36 profiles, so @1 euro per profile, which is totally worth it for me. I tried scraping myself in the past, but IG got very aggressive with the bans so it was no longer worth it for large profiles.
I figure if the authorities treated the legality of posting such photos on sites like these seriously, they would have shut down this site a long time ago. There are already measures here like allowing models to request to be blacklisted from this site and have their pics taken down.
Used to use 4K downloader for this even paid for the full version but eventually changes to Instagram checks etc made bulk downloaders via account pretty unusable so that program gave up trying to keep up and was discontinued.
Basically using bulk downloaders is against Instagram policy so you end up blocked.
There are a few online tools as some have mentioned to download individual posts etc but not with the ease that years ago that used to be possible.
Everyone should download stuff from Instagram because it's the worst garbage app I have ever seen that people refuse to quit. I can't even view it without these 3rd party downloader sites these sketchy pirates can make a better ui than one of the biggest company in the world. so download your favorite images and videos because they won't be up forever. and many people can't access Instagram in the normal way anymore. I hope people will quit it eventually but people seem tolerate everything
